Of the five titles of the Americans with Disabilities Act (ADA), Title IV of the ADA pertains to Telecommunications. ADA Title IV addresses telephone and television access for individuals with hearing and speech disabilities. Specific requirements under Title IV include: closed captioning of Federally funded public service announcements (PSA), and telephone companies must establish in-state and state-to-state telecommunications relay services (TRS) 24 hours a day, 7 days a week.
